The PPSR is a single national register, so a PPSR check covers any vehicle in Australia, including one registered in Tasmania. In Tasmania, vehicle registration and the Written-Off Vehicles Register are managed by Transport Services. Written-off records are shared through the national system known as NEVDIS (the National Exchange of Vehicle and Driver Information System), which the PPSR draws on when you run a search. Stolen-vehicle records are the exception in Tasmania, as explained below.

Yes. A REVS check is just the old name for a PPSR check. REVS (the Register of Encumbered Vehicles) was a state-based system that has been replaced by the national PPSR, so running a REVS check on a Tasmania car today runs a PPSR check. It returns the same finance owing, write-off and stolen details. A genuinely free REVS check no longer exists, now that it is part of the paid national register.
